Dragons are rulers, not random encounters ..A dragon shifts the gravity of a region. Treat it like weather and government rolled together. Put the lair on your hex map, then ripple effects two to three hexes out. Taxes change. Roads detour. Brave idiots go missing. Your world should bow a little when a dragon moves in.
